The Abia State Police Command has partnered with the Eagle Crime Awareness and Prevention Initiative (ECAPI) to strengthen police accountability, improve public complaint management and enhance public trust in policing across the state.

The partnership was announced on Monday, October 19, 2026, when the Commissioner of Police, Abia State Command, CP Wilfred Olutokunbo Afolabi, received a delegation of ECAPI led by its South East Zonal Coordinator, Mr. Hillary Uche Nwaogu, at the Command Headquarters in Umuahia.
The visit was aimed at extending to the state level the existing collaboration between ECAPI and the Complaints Response Unit (CRU) at the Force Headquarters to promote public awareness, strengthen community engagement and improve mechanisms for receiving and addressing complaints against police personnel.
Speaking during the visit, Nwaogu introduced the initiative and explained its objectives, expressing ECAPI’s readiness to support the Complaints Response Unit of the Abia State Police Command in promoting accountability, responsiveness and effective management of public complaints.
In his response, CP Afolabi welcomed the delegation and commended ECAPI for its contributions to crime awareness and prevention.
He reaffirmed the Command’s commitment to the vision of the Inspector-General of Police, which emphasises accountability, professionalism, intelligence-led policing and community policing.
The police commissioner stressed that the Command welcomes constructive feedback from members of the public, noting that such contributions are essential to improving service delivery, strengthening accountability and ensuring that policing remains responsive to the needs of the people.
Afolabi assured the delegation of the Command’s readiness to collaborate with ECAPI in strengthening public confidence in the police and promoting a safer Abia State.
